Pokémon GO has an assortment of powerful Pokémon you can collect, but Ice-types are not typically considered among the strongest. Ice-types usually sport high attacking power, but lackluster defenses and health compared to other elemental archetypes. However, some Ice Pokémon stand above others in their type, having the strength to contend with the toughest pocket monsters in the game.
While many Water-types in Pokémon GO can use Ice-type attacks, only Ice-type Pokémon receive damage bonuses from using these kinds of moves. This is due to the Same Type Attack Bonus (S.T.A.B.) granted to Pokémon when they use an attack of their type. Since their attacking power defines Ice-types, those with dual typings can be more useful due to having multiple S.T.A.B. options.

Cetitan is a pure Ice-type with one of the highest Stamina stat values among other Pokémon of its type. This gives Cetitan an extremely high HP, making it difficult for opponents who don't counter it to take it down. This longevity granted to the Ice-type gives it time to use its above-average attack to take advantage of an enemy's weaknesses quickly.
Some honorable mentions of other powerful Ice-types you could use include Glaceon, Shadow Mr. Rime, or Avalugg, who all have unique properties that make them strong. The evolution of Eevee in Pokémon GO in particular can fit into a lot of teams.
Like most Ice-types, Cetitan has multiple weaknesses that create a lot of bad match-ups with other Pokemon. The low Defense stat of Cetitan can cause it to lose against strong, meta picks you may often see on an opponent's team. That being said, Cetitans can learn moves like the Steel-type Heavy Slam to help it gain more coverage, as the Pokémon can use its higher HP to still deal good damage to foes it doesn't directly counter.

The overall Defense of Shadow Regice makes the Hoenn Legendary golem one of the strongest Ice-types, giving it significantly reduced damage from enemy attacks. Regice's absurd Defense score allows it to outlast enemy Pokémon attacks, which most Ice-types struggle to do. This goes beyond just having high HP as a buffer, as having good Defense makes up for an Ice-types lack of specific damage resistances.

Niantic has announced that Legendary Pokémon Registeel and Regirock will be returning to Pokémon GO in limited five-star raids during February.
The Total Damage Output (TDO) of Regice pairs well with a decent Attack stat, which is supported further by a good Damage Per Second (DPS) score. Regice can learn a variety of diverse moves that directly benefit from its attacking power, allowing it to counter more Pokémon than most Ice-types can handle. For example, Regice's ability to learn Earthquake gives it a way of beating Steel or Fire-types, who usually counter Ice-type Pokémon.

Another strong Legendary Ice-type is Shadow Articuno, who also sports an above-average Defense. Unlike Regice though, Articuno sacrifices larger defensive stats for a more balanced approach, with higher attacking strength and HP. As an Ice/Flying-type, Articuno has more ways to resist damage compared to other Pokémon within its category.
Both Shadow Regice and Shadow Articuno are variants of their normal forms, with higher stats and attacking power from their Shadow status. Shadow Pokémon in Pokémon GO are typically much stronger, making them worth acquiring at high CP values.
Articuno also has greater agility than most Ice-type Pokémon thanks to its Flying-type. While the Flying-type does give Articuno an extra weakness to Rock-types, it doesn't take away from the strong DPS and TDO this Pokémon has. Articuno is a pure Ice attacker, using moves like Triple Axel, Ice Beam, and Frost Breath to inflict high S.T.A.B. damage to an opponent's Pokémon.

With high DPS, Darmanitan works best as a hard counter to enemies weak to the Ice-type.
Darmanitan has some hidden benefits that also set it apart from other Ice-type Pokémon. For starters, Darmantian's low Defense is offset by a fairly high Stamina, giving it enough HP to establish itself throughout a battle. Additionally, Darmanitan can learn the Fire-type move Overheat and the Fighting-type move Superpower, giving it ways to deal with the Steel and Rock-types that would normally counter it.

Kyurem is an Ice/Dragon-type Legendary Pokémon, existing as a rare combination of elements that work very well together. Kyurem's two types make it an excellent slayer of other Dragon-types in Pokémon GO, who are weak to this Legendary's conflicting elements. Despite the added vulnerabilities to Dragon and Fairy-types Kyurem gains from its dual typing, it also gains more resistances than most Ice-types.
By using an Elite Charge TM, you can teach Kyurem a signature move called Glaciate as an attack. This is a one-of-a-kind, highly damaging Ice-type move that works well with Kyurem's high DPS to decimate enemies with an Ice weakness.
Like most Dragon-types, Kyurem has a high damage output with good DPS and TDO stats. Depending on the circumstances of a battle, you can use Kyurem's strong arsenal of moves to always have powerful attacks on hand for whatever fight you participate in. Whether it's a Raid, PvP, or some special event, Kyurem has attacks like Draco Meteor, Dragon Breath, and Blizzard to keep your opponents in check.

One of the most notoriously fast Pokémon in the game is Shadow Weavile, a stronger version of Sneasel's evolution that has both the Dark and Ice-types. Since its Speed typically outclasses most Pokémon, Weavile will almost always go first to deliver a cold strike.

Baxcalibur, the Dragon/Ice-type Pokémon whose appearance mimics Godzilla, makes a name for itself beyond just a coveted final evolutionary form. Similar to Kyurem, Baxcalibur's Dragon typing gives it access to a variety of moves, including powerful attacks like Dragon Breath, Dragon Claw, Outrage, Avalanche, and Ice Fang. Using its two types, Baxcalibur can exist as a hard counter to many opponents who are harder for other Pokémon to beat.
Baxcalibur is an excellent choice for PvP, as its Dragon and Ice typings allow it to counter many of the "meta" options you will see from rival trainers in those modes, especially in Pokemon GO's infamous Master League.
While not a Legendary, Baxcalibur has more survivability than its Ice-type counterparts, using an unexpected bulk to shrug off attacks. While not as sturdy as Cetitan, Baxcalibur has a balanced offense and defense that allow it to adjust to a variety of battle situations. With very high CP potential, you can train up your Baxcalibur to handle various opponents, as long as those foes don't exploit one of the Pokémon's weaknesses.

The rare Grass/Ice-type Mega Abomasnow is an underrated Mega Evolution in Pokémon GO with high DPS and TDO. Compared to other Ice-types, Mega Abomasnow's unique dual elements allow it to counter a wider variety of Pokémon, especially the Rock-types who would normally do well against it. Moves like an Ice-type Energy Ball, Leafage, and Blizzard give Mega Abomasnow an impressive arsenal of attacks.
Mega Abomasnow works best as another glass cannon with much greater bulk than a majority of its Ice-type counterparts. Unlike other Ice-types, Mega Abomasnow has high Defense and Stamina, rather than one over the other. This gives Mega Abomasnow a collective sustainability, but this only stands out if you use the Pokémon in favorable match-ups, so don't use this yeti-like creature against any Fire-types.

The best Ice-type Pokémon in the game is Shadow Mamoswine, whose DPS reigns as the highest among pocket monsters of its element. This Pokémon may not have the highest Defense stat compared to other Ice-types, but it does have a very high Attack and great bulk through a potent Stamina score. While not a pseudo-Legendary like Baxcalibur, Mamoswine has many advantages other Ice-types don't.

Mamoswine is an Ice and Ground-type Pokémon in Pokémon GO, giving it two of the most explosive damage-dealing types in the game.
