Rob Lowe has broken down Owen's fate in 9-1-1: Lone Star's series finale, explaining why his story on the procedural ended the way it did. 9-1-1: Lone Star season 5 ended with the 126 trying to stop a nuclear reactor from melting down following a destuctive asteroid that crashed into Austin, Texas. While the pulse-pounding events left Owen injured, a flash-forward reveals he survived the ordeal. However, in a bittersweet turn of events, he decides to go back to New York, with Judd (Jim Parrack) getting promoted to firefighter captain in his stead.
Speaking with Variety, Lowe unpacked Owen's decision to leave Texas at the end of 9-1-1: Lone Star, explaining how the decision symbolized how his work there was complete. The actor explained he'd finished all the missions he'd set out to accomplish when the show began, reconnecting with his family while helping the 126 get back on their feet. He had completed his mission, his mission of the show, the conceit of the show, and from the very first moment of the pilot, which was: rebuild his family, rescue his son and then rebuild the shattered family of the 126 in Austin. And he leaves the 126 in Austin completely rebuilt, completely functional, a great family — and same for his son. And now it’s time for for Owen to go off into, because he’s going East, the sunrise, not the sunset, and build the next chapter of his life.

His Work In Texas Is Now Complete
Owen's role on the cast of 9-1-1: Lone Starwas never meant to last, as his task was always to rebuild Austin's 126, much like he'd done with his team in New York. However, despite finding a family in his Texas team, it was inevitable that he would return to his home state, his assignment always meant to be a temporary position. Luckily, the final episode doesn't frame this in a negative light, showing the team is still honoring the work their captain did to bring them together.
Although it's bittersweet to see him leave, Judd's new leadership position indicates his family life is starting to improve, despite all the hardship he went through with Wyatt (Jackson Pace) being paralyzed and Grace's (Sierra McClain) temporary absence. Other positive moments include Tommy (Gina Torres) recovering from cancer, alongside TK (Ronen Rubinstein) adopting his stepbrother, Jonah, with Carlos (Rafael L. Silva).
